Apportionment Reports

Overview

Apportionments are allocations of State, federal aid, or other funds. The Budget Act appropriates funds for various purposes, including the Student-Centered Funding Formula (SCFF) to the California Community Colleges.

The apportionment payment schedules will provide detailed information, including program name, annual certification, and the monthly payment amount. Remittance advices indicating the exact payment amount, to each county, will be posted by the State Controller’s Office on their website.

Apportionment Cycles

• Advance Apportionment (AD) – Monthly payment percentage of the amount certified: July 8 %, August 8%, September 12%, October 10%, November 9%, December 5%, and January 8% for a total of 60% payment at AD.
• First Principal Apportionment (P1) – Monthly payment percentage of the amount certified: February 8%, March 8%, April 8%, and May 8%, for a total of 32% payment at P1.
• Second Principal Apportionment (P2) – Payment percentage of the amount certified: June 8% for a grand total of 100% payment at P2.
• Recalculation (R1) – This apportionment cycle is to adjust any necessary prior year’s annual certifications.  Payment adjustments are processed with P1 in February.

Apportionment Exhibits

• Exhibit A – Detailed monthly payment schedule by districts which includes the total amount certified and the total monthly payment to each program.
• Exhibit B4 – Detailed monthly payment schedule by county which includes the total amount certified and the total monthly payment to each district.
• Exhibit C – SCFF’s Total Computational Revenue (TCR) calculation detail by district. Includes funding allocations for State General Fund, Education Protection Account (EPA), and local revenue sources. This exhibit is used for the P1, P2, and R1 apportionment periods.
• Exhibit D – Detailed payment schedule by districts which includes the total amount certified and the total adjustment amount to each program. This exhibit is used for the R1 apportionment cycle only.
• Exhibit R – Includes the SCFF’s TCR and revenue summary by district. This exhibit is used for the Advance apportionment period only.
