College Finance & Facilities Planning


We help ensure students have what they need to focus on their education goals.

The College Finance and Facilities Planning Division oversees policies that determine the distribution of local assistance and capital outlay funds for the 73 districts that make up the California Community Colleges. The division also represents the system in advocating for local assistance and capital outlay funds with the Legislature and the Department of Finance. The College Finance and Facilities Planning Division includes the Accounting Unit, Budget Office, Fiscal Services (Apportionments) and the following units: 

Fiscal Standards and Accountability

Administers and provides technical assistance on financial accounting and annual audit requirements, attendance accounting, residency, districts’ fiscal health, student fees, faculty programs and compliance requirements including the Fifty Percent Law and full-time faculty obligation

Each year the state provides funding to support the general operations and student support functions of 73 districts and 116 community college campuses. Districts and counties can use portals to report their fiscal and budgetary data to the Chancellor’s Office.

Attendance Accounting and Residency

The Chancellor’s Office Climate Action and Sustainability framework includes tools and guidance for districts to align with climate change strategies, achieve energy conservation goals, build sustainable capital projects and integrate physical plant management practices to reduce energy use.

Christopher (Chris) Ferguson

Executive Vice Chancellor of Finance and Strategic Initiatives

Executive Vice Chancellor of Finance and Strategic Initiatives, Chris Ferguson oversees the Finance and Facilities Planning Division, the Government Relations Division and supports strategic technological initiatives. Additionally, he’ll advise and assist the chancellor on related fiscal and policy matters, and oversee federal and state funds, including funds for student housing and emergency grants, among other duties.

Prior to joining the Chancellor’s Office, Ferguson served as the program budget manager for all education systems at the California Department of Finance.

Patricia Servin

Assistant Vice Chancellor of Finance

Assistant Vice Chancellor of Finance, Patricia Servin oversees the Fiscal Services Unit and the Accounting and Budget Offices, providing leadership in accounting and financial reporting to ensure compliance with procedures and policies. Additionally, she advises and assist the executive vice chancellor on fiscal matters.
