Gina Browne is an experienced student support professional with more than 23 years of experience in higher education. She serves as vice chancellor of Program Operations and System Initiatives (POSI) in the Program Operations and Strategic Planning (POSP) Division.

Gina BrowneShe’s a key member of the Executive Office focusing on leading the strategic and operational integration of two major divisions—Educational Services and Support and Workforce and Economic Development; leading division-wide engagement in the state budget and legislative process; and helping guide the implementation of high-impact initiatives like Rising Scholars and International Education.

Browne previously served as an assistant vice chancellor for the Educational Services and Support Division, where she led the development and operational strategy for new legislation and state investments spanning Student Services, Academic Affairs, and the Workforce and Economic Development Division. Prior to joining the Chancellor’s Office, she served at Evergreen Valley College and the California Student Aid Commission, giving her both frontline and policy-level perspectives that inform her leadership. She brings a systems-thinking approach to her work, grounded in a deep understanding of how statewide initiatives impact students and staff on the ground.

Browne is a strong advocate for equitable student outcomes and is equally focused on supporting the professionals who serve students every day. One of her greatest motivations is ensuring that college staff have what they need to be effective, whether that’s access to timely guidance, practical tools, or sufficient resources.

Browne earned a bachelor's degree from California State University, Sacramento and a master’s degree from San Jose State University.
