This 7th Edition Taxonomy of Programs (TOP) is a California Community College system coding protocol used to track and report information on programs and courses. -
Classification of Instructional Programs
The CIP Code is located within the National Center for Educational Statistics (IES), the independent research, statistics, and evaluation arm of the U.S. Department of Education. CIP Codes are used to organize academic programs into families, which is necessary for all required federal reporting—such as for IPEDS, Perkins, and Gainful Employment. Use the CIP program to search codes, access resources, and browse frequently asked questions.

TOP to CIP Transition
The Chancellor’s Office is transitioning the system from the use of TOP codes to CIP codes for reporting and other purposes.
The crosswalk aligns California Community College system TOP codes to the federal government’s Classification of Instructional Programs (CIP) coding. The selection of codes associated with curriculum is a matter of faculty purview and a college coding matter. The crosswalk provides a reference tool for those determinations.

2020 CIP/SOC Crosswalk
The Standard Occupational Classification (SOC) system is a federal statistical standard used by federal agencies to classify workers into occupational categories for the purpose of collecting, calculating, or disseminating data. The CIP-SOC Crosswalk matches the 6-digit CIP Codes of academic programs with the 6-digit SOC Codes for related occupations based on their descriptions and the skills and knowledge required for an occupation.
