
Tiffany Argento
Chief of People and Culture Operations
Tiffany Argento brings more than 15 years of experience in leadership, employee relations, and human resources in both the public and private sectors. As the Chief of People and Culture Operations (PCO), she oversees an office responsible for providing service and support to the agency’s most valuable asset - its people. The focus areas and core functions of the PCO office include recruitment and talent management, organizational and employee development, benefits, payroll administration, employee relations, DEIA and EEO, leave management, procurement, and building operations.
Prior to her role as Chief, she served as the Director of People and Culture Operations. She has also served as the Employee Relations and Human Resources lead, responsible for creating and delivering policies and practices to develop and maintain positive working relationships between the Chancellor’s Office and its employees, while working closely with unions and employee representatives. Before joining the Chancellor’s Office in 2016, she spent over 9 years as a manager of administration and procurement at Costco Wholesale.
Chief Argento is a Sacramento native who is the first in her family to attend college. She earned her bachelor’s degree in Business Administration specializing in Management of Human Resources and Organizational Behavior from Sacramento State University. She also earned her associates degree from Sacramento City College where she began her higher education journey. In 2019, she achieved the designation of California Government HR Certified Professional (GC-HRCP) and in 2023, she received her Inclusive Workplace Culture Specialty Credential (SHRM-SCP).
Hanan Boyd
Director of People and Culture Operations
Hanan Boyd brings more than 20 years of experience in leadership, employee relations, and human resources in both the public and private sectors. As the Director of People and Culture Operations (PCO), she oversees the day-to-day services and supports to the agency’s most valuable asset - its people.
Prior to her role as Director, she served as the lead of Labor and Employee Relations, responsible for creating and delivering policies and practices to develop and maintain positive working relationships between the Chancellor’s Office and its employees, while working closely with unions and employee representatives. Before joining the Chancellor’s Office in 2018, she spent over 10 years working in state service at California Department of Corrections and Rehabilitation and First 5 California, Children and Families Commission.
Director Boyd, was born in Colorado, but grew up in San Diego, California. She earned her bachelor’s degree in English with an emphasis in creative writing from Sonoma State University.
