California Adult Education Program (CAEP)

The California Adult Education Program (CAEP) is the nation’s largest adult education provider, comprising over 400 consortia members across all 71 California community college districts and more than 300 K-12 districts and county offices of education. For over a decade, the program has supported the career and educational goals of more than four million enrolled adult learners, including the transition to postsecondary programs and workforce entry of more than one million participants. 

CAEP was initially created in 2015 as the Adult Education Block Grant (AEBG), when the state allocated $500 million to a regional delivery system aligned with the service areas of community college districts.  Since 2016, the Legislature has increased the annual investment, now up to more than $687 million, in funding for adult education providers across the seven CAEP program areas:

• Elementary and Secondary Basic Skills (ABE/ASE)
• English as a Second Language (ESL)
• Workforce Preparation
• Children’s Academic Success (CAS)
• Adults with Disabilities (AWD)
• Short-Term Career and Technical Education (CTE)
• Pre-Apprenticeship programs

Relationship to Vision 2030

CAEP’s metrics and goals are aligned with the Chancellor’s Office Vision 2030 initiative. From 2018-2024, the Adult Education Pipeline Launchboard tracked degrees, credentials, certificates, and skill attainment while preparing students for in-demand jobs in an ever-changing economy. Today, key Program metrics and data, including post-secondary transitions, degree and certificate attainment, employment outcomes, and reductions in equity gaps are accessed through DataVista.
