The Institutional Effectiveness division draws upon the expertise and innovation within the California Community Colleges to advance promising practices. We lead the following:
Communities of Practice
We follow a systems-focused approach to designing and delivering equity-oriented, learner-centered and contextually relevant professional development experiences for California Community Colleges faculty, classified professionals and administrators.
Diversity, Equity, Inclusion and Accessibility
Building a faculty and staff who are reflective of the students and communities we serve is integral to our commitment to put diversity, equity, inclusion and accessibility and anti-racism at the heart of our work.
Equal Employment Opportunity
We provide support for compliance with equal employment opportunity laws and regulations and assist community college districts in providing equal employment opportunities to all applicants and employees.
Grant Opportunities
Institutional Effectiveness grants position colleges and districts to be responsive to their communities’ and the state’s needs and, most importantly, to support the success of the students they serve.
Technical Assistance & Partnership Resource Teams
Through a colleagues-helping-colleagues model, we provide technical assistance to colleges, districts and centers that are interested in receiving support on issues that matter most to them.

A series of monthly webinars provides experiences and promising practices from the field on a wide range of topics that are critical to student support and success.

Siria Martinez, PhD
Vice Chancellor of Equity, Innovation & Institutional Effectiveness
Siria Martinez has nearly 20 years of experience in higher education and has dedicated her career to eliminating educational inequality. She serves as the vice chancellor of Equity, Innovation, and Institutional Effectiveness. She oversees the strategic vision and leadership of the Institutional Effectiveness Division and advances systemwide professional development, workforce diversification, and Diversity, Equity, Inclusion and Accessibility and Equal Employment Opportunity efforts.
Abdimalik Buul, EdD
Visiting Executive of Institutional Equity, Innovation, and Strategic Impact
Abdimalik Buul, EdD is currently serving as the Visiting Executive of Institutional Equity, innovation, and strategic impact at the California Community College Chancellor’s office. During this tenure he is assisting in ensuring equal employment opportunities and initiatives are connected to the classroom for the largest system of higher education in the nation comprising over 116 colleges and 73 districts.
