California Community Colleges Shared Advocacy Request

The California Community Colleges serve more than 2.2 million students annually across 116 campuses located in communities throughout the state. Guided by Vision 2030, the system is pursuing reforms and investments that help students reach their educational goals faster, more efficiently, and more equitably.

The Shared Advocacy Request serves as the annual systemwide advocacy platform for advancing these goals. Through this process, faculty, administrators, classified professionals, students, and system partners collaborate to identify the policy and budget priorities that will shape collective advocacy before the Governor and Legislature.

Examples of successful Shared Advocacy Request proposals reflected in recent enacted state budgets include:

  • Enrollment growth and Student-Centered Funding Formula investments
  • Expansion of Credit for Prior Learning policies and implementation funding
  • Student housing investments and lease revenue bond support
  • Investments in Rising Scholars and educational support for justice-impacted students
  • Legislative policies that expand access to multiscreening for allied health programs

All proposals will still be considered through the review process.

2027-28 Shared Advocacy Request Submissions

The 2027-28 System Budget and Legislative Request Form may be submitted electronically through Adobe Sign. Completed proposals must be submitted no later than Friday, July 24, 2026.
