More than a million students that enroll in noncredit community colleges and K12 adult education programs funded by the California Adult Education Program (CAEP) have an opportunity for moving on to transfer-level coursework and/or the workforce. Beginning in 2015-16, the Adult Education Block Grant program (now called the California Adult Education Program or CAEP) allocated $500 million to a regional delivery system aligned with community college district boundaries. In 2018-19 and 2019-20, the Legislature increased that amount to $521.5 million, and then to $538.6M respectively. There are now more than 400 member districts participating in this effort, including all of the 72 community college districts, and more than 300 K-12 districts and county offices of education.

Relationship to Vision for Success

The Adult Education Program has aligned its metrics with the goals for meeting California’s needs through the Vision for Success. On July 1, 2018, the Adult Education Pipeline opened in Launchboard to track the increases in degrees, credentials, certificates, and skill sets to prepare students for an in-demand job. The Launchboard also tracks the increase in the number of transfers to and from our college system, increases in student progress, the connection of pathways to jobs, reductions in equity gaps (as 60 percent of the program’s students are Latinx and female), and reductions in regional achievement gaps through its unique regional structure.

The CAEP Technical Assistance Project was established in 2017 with Sacramento County Office of Education (SCOE) and expanded in 2023 to include North Orange Continuing Education (NOCE). The enhanced CAEP TAP office offers two realms of expertise, with SCOE supporting K12 members and NOCE supporting community college members. Both entities work collaboratively to provide professional development, technical assistance, and capacity building to all 71 CAEP consortia.
