The Career Education Practices (CEP) Unit of the Workforce and Economic Development Division focuses on program coordination and advocacy, policy development and coordination with K-18 workforce preparation and career and technical education systems. The CEP Unit is responsible for the implementation of the Carl D. Perkins Career Technical Education Act (Perkins IV) of 2006, which includes managing and coordinating activities that impact other interagency and intra-agency objectives. The unit also coordinates the implementation of the Governor's Career Pathways Initiative (SB 70; SB 1133).  In addition, the CEP Unit is responsible for the development, dissemination, and implementation of the California State Plan and the annual performance reports.

CCCCO/CTE Out-of-State Travel Request Form Revised (10/11)

This form has been revised to ensure if Title I-B (State Leadership),Title I-C (Perkins) or state SB 70 funds are to be used for Out-of-State travel, the proposed expenditures must reflect the most effective and prudent use of state/federal funds. It should be also understood that the “Estimated Total” are the “Maximum Reimbursable Costs”. 

The revised form standardizes how the requestor will contain costs by providing the references to California government contracted airfare rates and the federal continental United States (CONUS) travel cost guidelines. To look up the “CONUS” lodging rates, see

In submitting an Out-of-State travel request, the Project Director sends the CTE Project Monitor an e-mail that includes the completed form as an attachment, in accordance to the following procedures:

  1. In the e-mail subject line, type: Out-of-State travel request.

  2. In e-mail body, state EITHER that the request (A) complies with the cost guidelines per the request form footnotes or (B) provide a justification for non-compliance.

CTE Project Monitor will review the request and e-mail a response. Keep a copy of the approval document and/or e-mail in the district audit files.

Career Technical Education (CTE) Resource Guide for the Carl D. Perkins Title IC Basic Grant Funds

The CTE unit has developed a
Career Technical Education (CTE) Resource Guide for the Carl D. Perkins Career and Technical Education Title IC Basic Grant funds (PDF). The purpose of the CTE Resource Guide is to provide rules, regulations and reporting requirements for Perkins funds and to also provide links too many resources that we feel are important for CTE Deans, Administrators and staff at the community colleges. Questions about the Career Technical Education Resource Guide may be directed to Jeanine Estrada at (916) 445-4670, or e-mail to jestrada@cccco.edu.  CTE Pathways Initiative (SB 70/SB 1133) Advisories

The Career Technical Education Unit of the California Community Colleges will be offering Advisories as a way to provide general information and direction to grantees pertaining to any changes and/or updates to the CTE grant process. The CTE unit will provide advisories on an as-needed basis; therefore, you will receive these advisories on a periodic rather than a regular basis. Each advisory will be accompanied by a unique number. Please review and file for future reference. For your convenience, PDF and Word 2003 formats are provided.
