
José Millan was appointed by Governor Arnold Schwarzenegger as Vice Chancellor in December 2005, where he oversees the programs within the Economic Development and Workforce Preparation Division. Vice Chancellor Millan brings a tremendous amount of expertise and knowledge of both economic and workforce development issues to this position, having previously served as California's State Labor Commissioner, Deputy Agency Secretary for the CA Labor & Workforce Development Agency, Assistant Director for Human Resources for Cabrillo Community College in Santa Cruz, California, and as Equal Employment Opportunity Program Manager for the Lawrence Berkeley National Laboratory in Berkeley, California. He is a strong proponent of education and training as key factors in developing a well-trained and highly skilled professional workforce to meet current and future employment needs.
Vice Chancellor Millan attended Pitzer College, in Claremont, California, receiving a Bachelor of Arts in History in 1977. He went on to attend the School for International Training in Brattleboro, Vermont, where he received his Master's degree in Management in 1981. Vice Chancellor Millan also holds a Juris Doctor degree from the University of Houston in Texas where he graduated from the College of Law in 1985.
