Terri joined the California Community Colleges Chancellor's Office in May 2009. She has significant experience developing and executing long-term communications strategies and a unique ability to convey strategic messages in the midst of politically driven events. She has worked in and around state government and members of the media and public for more than 20 years. Most recently she served as Governor Schwarzenegger’s appointee to the California Unemployment Insurance Appeals Board and as press secretary for First Lady Maria Shriver.
Working with the first lady, Terri positioned Shriver as a modern-day woman who is first a mother and second a state leader. Terri directed media events emphasizing Shriver’s desire to shine a spotlight on the contributions Californians have made to our world. These stories came to life through media accounts of the Governor and First Lady’s Conference on Women and Families, the California Museum for Women, History and the Arts and the California Service Corps.
Terri also served as California's Chief Assistant Secretary of State for Communications and coordinated the agency’s statewide, national and international response to media inquiries about the unprecedented gubernatorial recall election. She has directed other well known media campaigns that culminated in the passage of legislation to improve California’s foster care system, reform nursing home laws, reduce traffic deaths caused by red- light runners and establish a California High Speed Rail Coastal Corridor.
Terri has worked as a public affairs consultant in the private sector, including as a consultant for Rose & Kindel, Inc. a global firm that specializes in state and local government issues. She has worked in the state legislature in several capacities and she began her career advocating issues relating to K-12 and higher education policies. She is a joint author of Code Blue: Health Services for Children in Foster Care, 1998, and California Children’s Project Summit Proceedings, 1995.
Terri holds a Bachelor of Arts degree in Rhetoric and Public Discourse from Humboldt State University. Much of her academic coursework emphasized how effective communications strategies lead to desired institutional and social change.
